Rural Development Programme (RDP) Application Process

The Cavan-Monaghan LEADER (CML) application process entails two stages of application. The first stage is for the project promoter to complete a two page Expression of Interest Form.doc and return it to our offices with any supporting information that is available. Further information on completing an Expression of Interest Form is contained in the Background for Expression of Interest Form.doc document. This form is reviewed by CML staff to ensure that the outline proposal is eligible for consideration for grant support under the programme rules. Upon receipt of the Expression of Interest Form the promoter will be contacted by CML staff who will offer further guidance in preparing the RDP application. If eligible, the full Rural Development Programme Application Form will be forwarded to the promoter.

It is essential that the promoter reviews the Rural Development Programme Application Form and Application Guidance Notes.doc carefully, completes all questions and returns to CML with all supporting information enclosed. CML development staff are available to help you with any queries you may have when completing the Application Form.

When CML receives a completed RDP application, the promoter will receive a letter acknowledging that their application has been received and they will be provided with a project reference number. A CML Development Officer will be assigned to evaluate the project application and an appointment will be made to complete the evaluation.

An evaluation report is completed and presented to the Evaluation Committee who meets 10 times during the calendar year. A recommendation is made and subsequently presented to the main Cavan-Monaghan LEADER Committee about a week afterwards. The promoter will then be informed by letter of the decision in respect of the project application. If successful the promoter will receive a contract and a list of conditions required to ensure drawdown of the grant aid offered.

The promoter accepts the offer by signing and returning the contract to CML. When the work on the project commences the promoter regularly updates CML on the project progress. On completion of the project, claims documentation is completed and submitted to CML. Cavan-Monaghan LEADER will process payment by online banking (IBB) directly in to the promoters bank account.
